This has been explained by technologists as a side effect due to a partial bleed through of the original laser light even after it is sufficiently absorbed.

Hackers and comsponent modifiers are free to take the headlights from wrecked cars (or steal the headlights themselves) and remove the phosphorus lens and the reflector. Once these are removed, a lethal laser remains and this device can be used for purposes as benign as setting fire to random harmless items, to killing people by burning a hole into their hearts or brains.
